Add option for container timezone

Containers by default often have timezone to UTC by default, we should have an option for changing and make default as European time.

Add to docker service and docker compose service environmental variable which will be set by deefault to Europe/warsaw

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
