Allow to configue chat by role

Proposal

Currently role starts Rocket.Chat and only creates user for bot if necessary. We should add options for configure:

  • SAML authentication
  • Accounts settings like allow/forbid to change username, name or email

If it is possible we should use REST API for that purpose.
