Set settings needed to prepare workspace

Proposal

Some of settings needs to be set on server first run by administrator. We can use rest api for this purpopse. Settings to set are:

Country
Website
Site_Name
Language
Server_Type
Accounts_TwoFactorAuthentication_By_Email_Auto_Opt_In
Statistics_reporting
Apps_Framework_enabled
Register_Server
Allow_Marketing_Emails
Cloud_Service_Agree_PrivacyTerms
Show_Setup_Wizard

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
