Optionaly expose prometheus endpoint on TCP port

Role should configure rocketchat to optionaly exposed prometheus port on rocketchat instance. More info here https://github.com/RocketChat/Rocket.Chat.Metrics .

We should add at least two variables one for enabling prometheus endpoint and one more to specify TCP port of this endpoint.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
