add initial implementation

Role should provide following features:

  1. Deploy docker with Rundeck.
  2. Create users.
  3. Create projects.
  4. Create nodes per project.
  5. Copy specified keys per project.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
