Add option to disable job scheduling

Some of jobs on Rundeck are intended only for manual start. Now when jobs are deploy they must have defined with shema for schedule running.

Redefine macro _rundeck_project_definition to schedule jobs only when schedule crontab is defined.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
