Upgrade README to our arrangements

Readme will now contain:

Short description of role
Requirements
Role Actions - list of actions without descriptions
Role API

General variables
Action 1 - descriptions, variables, additional comments, facts
Action 2 - descriptions, variables, additional comments, facts
etc.
