temporarily remove kolla-toolbox from containers

kolla-toolbox container should be :

removed for kolla 8.0.2
restored for kolla 8.0.3 (need to be verified once released fixes present stable/stain)
restored for kolla 9.0.1

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
