add enable/disable actions for initiators

We need an action for enabling/disabling iSCSI initiators.

To disable initiator, we should check if all block devices provided by target(s) are not mounted if there are none stop all active sessions.

Just recreate all sessions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
