Stop updating openstacksdk package

Description

As we have old version of OpenStack cloud (mitaka version) we have old API which is not supported by openstacksdk anymore. We need to stay with 0.31.1 version until we update our cloud to new stable version (propably stein version)

Proposal

Temporarily comment openstacksdk in autoupdater.yml file and add write appropriate comment to it.
