Initial Intel Xpu support

This is first in series of Merge requests to have Intel XPU device supported by Split tools.

What is added by this MR:

1. current and power capping
2. Intel XPU unit tests
3. Step supports --xpu=

What is not suported yet (will come with following MRs):

1. Depo support
2. XPU execution metrics
